Fort of Providence Rhode Island Hallmark

I've seen these vintage shield charms for years and always wondered what company manufactured them.  They are souvenir colored shields set in a sterling silver frame.  The mark on the back reads sterling and has a Trojan Soldier looking guy with a spear, and an armor shield with an E on it.  I know there are other shapes with the same hallmark but I've seen mostly shields.  So I did a little internet research, and found out the mark is that of the Elco Company.

The Trojan Warrior with the shield and sword with the “E” is ELCO

Fort is a simple raised block F with a raised circle around it, followed by a raised STERLING.
